This second generation CCS (CCS 2) is for the period 2008–2013. It draws on a series of changes in international health, and on expectations on WHO, guided by recommendations and lessons learnt during implementation of CCS 1 (2002 to 2005). It is designed to enable WHO/Kenya re-align its functioning with the changes in the Health Sector, and in the Aid architecture and its instruments like the Paris Declaration on Aid Effectiveness, International Health Partnership, and the Harmonization for Health in Africa. Finally, the country is now in a phase of accelerating implementation of interventions that will enable it to achieve its objectives in health, and so achieve the MDGs.
